Apache helicopter

Apache helicopter: Eight Boeing AH-64 Apache combat helicopters were inducted into the Indian Air Force on September 3, 2019. The US-made Apache helicopters will provide a major boost to IAF's combat capabilities.

The induction ceremony of the Apache AH-64E helicopters took place at the Pathankot Air Force station. IAF Chief BS Dhanoa will be the chief guest of the induction ceremony.
Eight US-made Apache attack helicopters will be inducted into the Indian Air Force on September 3, 2019. The Apache AH-64E attack helicopters will provide a major boost to IAF's combat capabilities.

Apache AH-64E: Significance
Apache AH-64E is one of the world's most advanced attack helicopters with multi-role combat capabilities. The helicopter is flown by the US Army. The helicopter comprises the latest technology insertions and it is the only available attack helicopter with varied capabilities that make it suitable for any mission. The Apache’s capabilities range from greater thrust, lift and joint digital operability to cognitive decision aiding and improved survivability.
The Apache is customised to meet the commander’s needs including security, reconnaissance, lethal attack and peacekeeping operations in both land and littoral zones without the need of reconfiguration.
 Apache Helicopter: In Detail
The Apache helicopter is similar to a flying tank, it is designed to survive heavy attack and inflict massive damage.
The combat helicopter can zero in on specific targets, regardless of whether it is day or night or even when weather is not suitable.
The Apache is one of the most lethal helicopters with the most advanced flight systems, weapons systems, sensor systems and armor systems.
Apache double tail rotors
The core structure of the helicopter is like any other helicopter. The Apache has double tail rotors with two blades each. However, the rotor is optimized to provide much greater agility than you find in a typical helicopter.
The core structure of each blade comprises five stainless steel arms called spars that are surrounded by a fiberglass skeleton. While the trailing edge of each blade is covered with a sturdy graphite composite material, the leading edge is made of titanium.
The titanium is strong enough to survive brushes with trees and other minor obstacles, which is ideal if the Apache is required to sneak up on targets and to avoid an attack. Further, the Apache's blades and wings detach for easier transport.
Hellfire missile
The Hellfire missile is the primary weapon of the Apache helicopter. The missile is like a mini aircraft, it has its own guidance computer, steering control and propulsion system.
The missile carries a payload that is highly explosive and powerful enough to take down the heaviest tank.
Apache Hydra rocket launchers
 The Apache has two Hydra rocket launchers, each launcher carries 19 aerial rockets, secured in launching tubes. The rockets can be fired one at a time or even in groups. The rockets might be armed with high-power explosives or just smoke-producing materials.
In one configuration, the rocket delivers several submunitions, small bombs that separate from the rocket in the air and fall on targets below.
Apache Chain Gun
The Apache also comprises the automatic cannon, which is a chain gun that is powered by an electric motor. The electric motor rotates the chain that slides the bolt assembly back and forth to load, fire, extract and eject cartridges.
The chain gun is different from an ordinary machine gun, which uses the force of the cartridge explosion or flying bullet to move the bolt.
Apache Controls
 The Apache has two cockpit sections. While the pilot sits in the back, the gunner sits in the front. The rear section is slightly raised so that the pilot can see clearly. Both sections of the cockpit include flight and firing controls in case one pilot needs to take over the full operation. The Apache is capable to be in an automatic hovering position for a short period of time.
Apache Sensors
 The Apache has sophisticated sensor equipment. The Apache Longbow can detect surrounding ground forces, aircraft and buildings using a radar dome mounted to the mast. The pilot and the gunner both will have night vision sensors to operate at night.
Apache Armor
The Apache is designed to keep out of range and evade enemy radar scanning. The helicopter is designed specially to fly low on the ground and evade heat-seeking missiles by reducing its infrared signature.
The Apache is also heavily armored on all sides. The cockpit is protected with layers of bulletproof glass and reinforced armor. Boeing claims that every part of the helicopter can survive 12.7-mm rounds and vital engine and rotor components can withstand 23-mm fire.
The area surrounding the cockpit has been designed to deform during a collision, except for the cockpit cover. During a crash, the deformed areas will absorb a lot of the impact force, so that the collision isn't as hard on the crew.
The seats of the pilot and the gunner are also outfitted with heavy Kevlar armor, which can also absorb the force of impact. 
Background
The IAF  received the first Apache helicopter from Boeing in May 2019. By July 27, the first four of the 22 Apache combat helicopters were handed over to the IAF by Boeing.  
The first deliveries are ahead of schedule. The IAF is expected to operate all 22 Apache combat helicopters by 2020. 
India had signed a multi-billion dollar contract for 22 of these helicopters with the US and the American aircraft manufacturer Boeing Ltd in September 2015.

India-Japan Defence Ministerial meeting held in Tokyo

The meeting involved discussions on various issues of mutual concern such as ways to further strengthen the existing bilateral co-operative arrangements and adopt new initiatives towards achieving peace and security in the region.

India and Japan Defence Ministerial Meeting: Key Points
The Indo-pacific vision was discussed during the Defence Ministerial meeting with an expression of India's preference for a rules-based order along with centrality of Association of Southeast Asian Nations (ASEAN) and inclusiveness and security for all.
The meeting also highlighted the significance of the Special Strategic and Global Partnership between India and Japan, especially in addressing the security, stability and regional peace.
The Defence Ministers of the two nations also held discussions on the emerging regional security issues. 
Indian Defence Minister Rajnath Singh also discussed about revoking of Article 370 of the constitution and reiterated that talks with Pakistan and cross-border terrorism cannot go hand-in-hand.
Singh further extended an invitation to Japanese companies to participate in the biennial DefExpo 2020 to be held in Lucknow.
Other Details
Rajnath Singh also met Japanese Prime Minister Shinzo Abe and apprised him regarding the contents of the discussion at the Defence Ministerial Dialogue.
The Indian Defence Minister also conveyed to the Japanese PM that Jammu & Kashmir is an integral part of India and revoking of Article 370 is only meant to benefit the people of Jammu & Kashmir and Ladakh. He emphasized that Pakistan has no right in this internal matter.
Overall, India and Japan realized the need to strengthen Defence Equipment and Technology Co-operation.

Indian army to induct first-ever batch of women soldiers

Indian Army is all geared up to receive and train the first batch of women soldiers.The women soldiers will be selected after an elaborate selection process across the nation.

The women soldiers will be selected from among the thousands of volunteers who had applied for the post from across the nation. The selection process is underway currently. The training of the selected 100 women soldiers is scheduled to begin from December 2019 in Bengaluru.
The duration of the training of the women soldiers will be 61 weeks, same as the training period of the male soldiers. The training will not be gender-biased and will be conducted with the spirit that they are ‘soldiers first’.
After the first batch of 100 women soldiers is finalized, the process will be followed up every year. So, a batch of 100 women soldiers will be inducted annually till the total women cadre strength goes up to 1700.
The women soldiers will be trained by women instructors, who will be selected through an interview process. According to Colonel Commandant of the Military Police, Lt Gen Ashwani who interviewed Lt Col Nandani for the role of the instructor of the first-ever batch of women soldiers, the first set of instructors is most important, as it will lay down the foundation for generations to come. Besides Lt Col Nandani, there will be more instructors for the first batch of women soldiers.

What is the World Test Championship?
The World Test Championship will be like the World Cup of Test cricket, similar to the ODI and T20 World Cups. 

When will World Test Championship begin?
World Test Championship will begin on August 1, 2019 with the beginning of the first Ashes test match between England and Australia at Edgbaston in Birmingham, UK. 

How will the World Test Championship be different from other World Cups?
The World Test Championship will be played over the next two years, from 2019 to 2021. Most test series played by the participating teams during this period will be a part of their campaign in the test championship. 

When will be the World Test Championship final?
The World Test Championship final will be played in England in June 2021.

How many teams will be competing in the World Test Championship?

Each of the six bilateral test series in the World Test Championship will carry a total of120 points. Each series can have anywhere between two to five tests. The number of points of each test match will be determined by dividing the total points by the total number of matches in the series.  For example, if it’s a two-match test series, then the points up for grabs in each test match will be 60 (50% of 120). However, if its five-match test series, then the points up for grabs in each test match will be 24. Vikram lander successfully separates from Chandrayaan-2 orbiter, completes 1st de-orbit manoeuvre

Chandrayaan-2: Vikram Lander has successfully performed its first de-orbit manoeuvre. 

Chandrayaan 2 completes final orbit

Chandrayaan-2: Vikram Lander successfully performed its first de-orbit manoeuvre at 8:50 am IST on September 3, 2019. The lander had earlier successfully separated from Chandrayaan-2 Orbiter at 1.15 pm IST on September 2, 2019.

The first de-orbit manoeuvre was performed using the onboard propulsion system in mere 4 seconds. The first de-orbit mission has brought the Vikram Lander at an orbit of 104 km x 128 km around the Moon. The Chandrayaan-2 Orbiter will continue to orbit the Moon in its existing orbit. 
The Vikram Lander will now perform its second and final de-orbit manoeuvre on September 4, 2019, which will bring it further closer to the Moon and begin its preparations for the historic moon landing. Chandrayaan-2 is just a week away from its much-awaited landing on the darker side of the moon. The Lander will begin its powered descent on the lunar surface on September 7 and it is expected to make its touch down on the south pole of the Moon between 1:30 - 02:30 am IST.
The operations of Vikram Lander and Chandrayaan-2 Orbiter are being monitored from the Mission Operations Complex (MOX) at ISRO headquarters in Bengaluru. Currently, all systems of the orbiter and Lander have been reported to be healthy.
Chandrayaan-2 completes fifth and final lunar orbit
Earlier on September 1, Chandrayaan-2 had completed its fifth and the final lunar orbit maneuver successfully on September 1, 2019. The orbit maneuver was performed using the onboard propulsion system. The duration of the maneuver was 52 seconds. Chandrayaan-2 achieved an orbit of 119km x 127km in the final maneuver.

Vikram Lander and Moon Landing
The Vikram Lander is carrying 'Pragyan' rover and three scientific payloads to conduct surface and subsurface science experiments. Pragyan is a six-wheeled rover, which will conduct several scientific experiments on the Moon's surface. 
The Lander is just a week away from making a soft landing on the south pole of the Moon. It has been designed to function for one lunar day, which is roughly around29.5 Earth days. A lunar day is measured by the time Moon takes to orbit around the Earth. 
A successful moon landing will place India in an elite club of nations that have achieved the unique feat before. Only the US, Russia and China have managed to land successfully on the Moon.

NRC Assam final list out, Underprivileged people to get legal aid from Govt

Assam Govt. announced that State Government has also made necessary arrangements to provide legal aid to the needy people.

The underprivileged people who have been excluded from the final list of the National Register of Citizens (NRC) will get legal aid from the Assam Government. Ministry of Home Affairs released a statement that the state government has also made necessary arrangements to provide legal aid to the needy people amongst those excluded from NRC final list.

The spokesperson of the Ministry of Home Affairs said in a tweet that adequate judicial process available for affected persons to appeal to Foreigners' Tribunal within 120 days from August 8. The spokesperson also added that no person whose name has been excluded from the NRC list will be detained by the authorities and can challenge their exclusion from the list using the remedial measures provided.
Home Minister Amit Shah is expected to attend a meeting of the North Eastern Council (NEC). Amit Shah may chair a meeting of the NEC that will be attended by chief ministers and governors of eight north-eastern states.
NRC Assam Final List
More than 3.11 crore people have been included in the final National Register of Citizens, however, over 19 lakh people have been left out. Assam Government found 3,11,21,004 persons eligible for inclusion in final NRC. On the other hand, 19,06,657 persons, including those who did not submit their claims have been excluded from the list.
This list is available on the Internet and 2500 NRC service centres, 157 zonal offices and 33 District Deputy Commissioner offices in the state. A day before publication of final NRC list, CM of Assam Sarbananda Sonowal issued an advisory to the people for not to panic, he also ordered all concerned Government agencies of Assam to cooperate in the same manner.

The government has increased the timeline of filing an appeal to the tribunal from 60 to 120 days. A sufficient number of tribunals have been set up at major places of the state for this purpose. The government will also provide free legal aid to the needy from the District Legal Services Authority so that they can file an appeal.
The NRC authority said that the people who could view the results would be those who submitted a claim after not being included in the complete draft published on July 30, 2018, or excluded via the additional draft exclusions list published on June 26 this year, or had any objection filed against their inclusion, the NRC authority said.

How to check your name on NRC
• First of all, login to the website - www.nrcassam.nic.in or www.assam.mygov.in. 
• Go to the given link that says, ‘Supplementary Inclusions/Exclusions Lists (Final NRC) status.’ 
• A new window will open on the screen, enter your Application Reference Number (ARN) to check if your name has been added to the final NRC.
Who will appear on the list?
Only those people will appear on the list whose names or family members of the applicant were appeared on the first NRC in 1951 or in the electoral rolls up to March 24, 1971. Apart from this, other required documents are – permanent residential certificate, passport, government-issued licence or certificate, LIC policy, land and tenancy records, government employment certificate, bank/post office accounts, educational certificate and court records.
What will happen if you are excluded?
It has been clarified by the union home ministry that "non-inclusion of a person's name in the NRC does not by itself amount to him/her being declared a foreigner" as the person will be allowed to present his/her case before designated foreigners' tribunals. Those people left out of the NRC will not be detained "under any circumstances" until the foreigners' tribunals declare them foreigners.
How to appeal?
• Section 8 of Schedule to the Citizenship (Registration of Citizens and Issue of National Identity Cards) Rules, 2003 provides an opportunity to appeal. 
• The time limit to file an appeal has been increased from 60 days to 120 days – till December 31, 2019. 
• A total of 1,000 tribunals have been sanctioned by the home ministry. If one loses the case in the tribunal, the person can move the high court and, then, the Supreme Court. 
• No one will be put in detention centres until all legal options are exhausted, the government has stated.
Background
• The first NRC list was created in 1951; it was a list of Indian citizens in Assam. 
• Two other states in the north-east region Manipur and Tripura also declared their NRC. They were also given grants by the Centre to create their own NRCs. 
• At present, Assam is the only state to have an NRC in India. About a year ago, the Immigrants (Expulsion from Assam) Act, 1950 was passed by the Centre and the first NRC was released. 
• This act was allowing the government to deport anyone whose stay was “detrimental to the interests” of the people. 
• An exception was made only for those displaced by “civil disturbances” in what was then East Pakistan. The Act was repealed in 1957.
Compilation of first NRC
• The Census report of 1951 was included another form of India’s first NRC, which was prepared on the basis of questions asked by enumerators.
• Data of each house and property along with the names of those staying in or owning them was included.
• The list comprised of those who had parents or who were born in India or had been living in India for at least five years before the January 26, 1950 cut-off.
• These records were kept and maintained by every deputy commissioner and sub-divisional officer till 1960. 
Why NRC in Assam?
The idea behind NRC was that it would be updated time to time just like the Census, but it couldn’t. NRC was first demanded by All Assam Students’ Union (Aasu) for removing the names of all illegal migrants from electoral rolls. In the year 1979 Mangaldoi district started a movement against the rising number of Bengali voters. This movement led to a six-year-long anti-foreigner disturbance in the region. Finally, in 1985 Assam Accord was signed between the then Prime Minister Rajiv Gandhi and leaders of the Assam movement on August 15, 1985, and the agitators agreed to identify and deport all “foreigners” living in Assam. Also, March 24, 1971, was declared as the cut-off date for identifying illegal migrants.

Haryana Govt waives Rs 4,750 cr of interest, penalty on crop loans

The Haryana Government has announced a waiver of Rs. 4750 crore on interest and penalty on crop loans. Chief Minister of Haryana Manohar Lal Khattar announced that this waiver will benefit about 10 Lakh farmers of the Haryana.

The benefit of this announcement will benefit those farmers who have borrowed from District Cooperative Central Banks, Primary Agriculture Cooperative Societies (PACS), Development Bank and Land Mortgage Bank of Haryana.
Key Highlights
• As per the announcement by CM Manohar Lal Khattar, the farmers whose bank accounts were declared Non-Performing Assets (NPAs) by these banks and were unable to renew their loans will now be able to do so. 
• Out of 13 lakh farmers who borrowed from Primary Agriculture Cooperative Societies, the accounts of over eight lakh had turned into NPAs. 
• The five per cent penalty imposed on farmers who failed to repay loans taken from PACS will now be completely waived.
• About 85,000 farmers had taken loans worth 3,000 crore rupees from the District Cooperative Central Banks. Out of which, accounts of 32,000 farmers involving an amount of 800 crore rupees have turned NPAs. 
• CM Khattar said that farmers will have to pay two per cent interest for loans less than five lakh rupees, five per cent for loans between 5 lakh to 10 lakh rupees and 10 per cent for bigger loans.

Prime Minister Narendra Modi will leave for Russia today to participate in three-day Eastern Economic Forum at Vladivostok. It is the fifth edition of Eastern Economic Forum (EEF). Apart from this summit, PM Modi will also participate in the 20th annual summit between Russia and India.

Foreign Secretary Vijay Gokhale released a statement that strengthening bilateral relations in the field of oil and gas exploration will be high on the agenda during the visit. He also said that India and Russia want to move beyond the conventional cooperation in defence and nuclear civil cooperation to the new areas of the economy.
Other countries
Several other countries also participate in this three-day summit including China, South Korea, North Korea, Singapore and Indonesia. State Council Vice Premier Hu Chunhua of China will lead the Chinese delegation, the Minister of Economy and Finance Hong Nam-ki and the North Korean government will be represented by it's Vice Premier of Cabinet Ri Ryong-Nam, the South Korean delegation will be headed by Deputy Prime Minister for Economy.
Importance of EEF
India attaches a lot of importance to EEF as the government wants to focus on having business engagement with Russia and other Far Eastern countries. India has full support from Russia on the issue of  Jammu & Kashmir and cross-border terrorism.
About Eastern Economic Forum
  • It was established by the order of the President of the Russian Federation in the year 2015.
  • Several key issues of the world economy, regional integration and development are highlighted in the event.
  • EEF also discuss global challenges facing by Russia and other countries like climate change, global warming, digital currency etc.
  • A number of business dialogues also take place in the forum with leading partner countries.
  • It has emerged as an international platform for discussing the strategy for developing political, economic and cultural ties between Russia and the Asia Pacific.
